Sources Sought Notice (SSN) for a Labor Hour (LH) Contract for Information Technology Support Services For the National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS) in the Southern Region Notice ID: 142020-24-0084
This is a SSN for market research purposes only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS NOTICE. The intent of the announcement is to identify capable small businesses, including those with socioeconomic designations, for a new contract for the NWS Southern Region. Identified sources should be capable of performing the key criteria described herein. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow up information requests.
The Government proposes to issue a Labor Hour (LH) type contract for this requirement. The attached Performance Work Statement (PWS) to this notice provides additional context to the capability areas.
The Government will issue a contract for this requirement contingent upon funding. The term of the contract will be one (1) base year plus four (4) one-year option periods, for a total potential of five years.
The applicable North American Industrial Classification System (NAICS) Code for this acquisition is 518210 - Data Processing, Hosting, and Related Services. The Small Business Size Standard for this acquisition is $40M.
The current contracts under which this service is being provided are 1305M319FNWWP0138 & 1305M319FNWWP0141.
A vendor’s response to this notice shall be limited to three pages and shall include the following information:
1. Firm's name, address, point of contact, phone number, and email address.
2. A statement of intent to propose or not propose. This statement does not bind the Contractor to submit a proposal in response should a solicitation be issued. However, the purpose of this SSN is to determine the capabilities of the vendor pool, potential set-aside, and anticipated competition.
3. Capabilities Statement addressing your firm’s capability to provide the following services:
- Capability to staff a Network Engineer, a Database Programmer, and an IV-ROCS System Administrator.
- Capability maintaining required level of production in:
- Network services - Services include the provisioning, monitoring and management of local area and wide area networks (LAN/WAN).
- Security - Security services include firewall configuration, intrusion detection/prevention, penetration/vulnerability testing, and protocol gateways.
- Programming - Services include creating, maintaining, and designing NWS Southern Region production data and database management system (DBMS) based products including Structured Query Language (SQL) coding, planning and documenting the system. Must be Proficient in various database platforms such as Oracle, MySQL, and SQL Server. Also leading or assisting in conducting analysis for the development of new systems and modifications of existing systems.
- Maintenance - Services include corrective maintenance to restore the system to satisfactory operation within the shortest possible time. Including replacing or repairing software or hardware, code changes, and action taken to ensure continuing operations.
- System support - Services include coordinating with field activities to ensure data collection systems are user friendly, efficient, effective, and provide value-added information to Weather Forecast Offices (WFOs), Regional Headquarters, and Weather Service Headquarters. Including providing help desk services, resolutions to customer issues, and providing support to end users and customers with software-related issues or problems as necessary.
4. Firm's business size and all socioeconomic status’ in relation to NAICS 518210.
5. Firm's Joint Venture information, if applicable, existing and potential.
