Specifications include, but are not limited to: The Texas Education Agency is exploring a regional education service center (ESC)-led collaborative effort to offer a statewide Ed-Fi compatible data exchange ecosystem. The agency is sponsoring a large statewide research effort to determine the combination of use cases this ecosystem will enable that will most benefit teachers and student outcomes. The goal of this research is to help the ESCs prioritize Texas local education agency (LEA) use cases, define user segments and understand requirements for each, and validate pricing using conjoint analysis by collecting data from a significant number of Texas LEAs. This exchange will help educators make more efficient use of the technology tools and data that proliferated during the COVID-19 pandemic to positively impact student outcomes, and thus will aid in recovery. Proposals should demonstrate the proposer’s ability to: A. Design and execute market research that will help ESCs answer the research questions in Section 1.4; B. Gather a significant amount of data efficiently, effectively, and on time; and C. Conduct conjoint analysis to determine demand curve.
