The BDO seeks input and proposals from respondents on how the identified census tracts should or should not be further subdivided. The BDO has compiled a list of 990 census tracts eligible for further subdivision (see Appendix A) based on land area and cost considerations. As outlined below: • Size/Density: Census Tracts that contain 10 or more eligible broadband serviceable locations (BSL), have land area equal to or greater than 50 square miles and have a density less than 10 BSLs per square miles. • Cost: Census Tracts that contain 10 or more eligible BSLs, where the most expensive eligible BSL costs at least 5 times more than the average cost of eligible BSLs in that census tract based on the National Broadband Availability Map. Responses proposing that an eligible census tract be subdivided must propose subdivision along the following boundaries that may be considered by the BDO: 1. Census-designated boundaries, such as census block groups or clusters of census blocks 2. Clear, unique geographic features, such as major waterways or roadways 3. Other well-reasoned subdivisions that further the goals of the BDO and universal access to broadband services Respondents should be prepared to include a rationale for the need for the proposed subdivision and explanation of how the proposed subdivision addresses the need to subdivide the census tract.
