Specifications include, but are not limited to: HCED is seeking to consolidate and modernize all sites in order to create an updated, responsive, user-friendly website that addresses the needs of the department, the needs of the consultants and contractors HCED does business with, but more so, the needs of the customers and constituents HCED serves. HCED is seeking a website structurally designed so that navigation is intuitive and in which content and features are easy to locate. The proposed solution should address the following minimum services requirements but not limited to the list below: Review existing Engineering websites and propose unified structure, design, and branding, Research and analysis to determine the target audience(s) for a newly designed website(s), Evaluation and recommendations on increasing the user experience on the newly designed website(s), Website design specific to reaching the target audience(s), HCED’s website requires a user experience facelift and additional content management functionality,
