Specifications include, but are not limited to: Such provider would assist the Pilot Board with its statutory duty to regulate the Houston Pilots in licensing, marine casualty investigations, rulemaking, and rate matters. Such duties would include acting as the primary point of contact for the Pilot Board (via phone, email, mail, and website), managing the day-to-day operations of the Pilot Board Application Review Committee (ARC) and Pilot Board Investigation and Recommendation Committee (PBIRC), administering all Pilot Board meetings including the preparation of all associated documentation including meeting minutes, overseeing Houston Pilot compliance with the Rules and Regulations Governing Pilots and Pilotage on the Houston Ship Channel and Texas Transportation Code Ch. 66, assisting with periodic updates to the Rules and Regulations and Houston Pilot working rules, administering Houston Pilot rate adjustment hearings, maintaining the Pilot Board website, properly maintaining Pilot Board archives, attending industry events (including bluewater / brownwater and Lone Star Harbor Safety Committee meetings) on behalf of the Pilot Board, working with the Pilot Board Financial Administrator to properly manage Pilot Board budget and expenses, and working with Pilot Board Counsel to address legal matters including compliance with the requirements of the Texas Open Meetings Act, Government Code Ch. 551, and other customary responsibilities of local government bodies (collectively, the “Services”).
