Specifications include, but are not limited to: The Contractor shall provide planning, federal and non-federal project development, program and project management, agency coordination and grant strategy support capabilities for METRO programs, projects and facilities. Engineering services will be needed for Federal Transit Administration (FTA) requirements to include cost estimating, conceptual engineering, value engineering studies, traffic studies and analysis for other agency projects for which METRO is a major partner. Agency coordination and support services are also required for City of Houston, Harris County, Harris County Toll Road Authority, Houston-Galveston Area Council (H-GAC), and other agencies’ projects affecting METRO’s current and future plans, programs and facilities, ongoing development and operation of the high occupancy vehicles (HOV)/high occupancy toll (HOT) lanes projects, and other services as requested. It is necessary that the Contractor have established relationships with the Federal Transit Administration, City of Houston, Harris County, TxDOT-Houston District and the Houston-Galveston Area Council (H-GAC). The Contractor will have established experience in working with the Regional Transportation Plan (RTP), Transportation Improvement Plan (TIP) and State Transportation Improvement Plan (STIP) processes. In addition, the Contractor shall have familiarity of METRO, local, state and federal agencies as well as the local Houston area.
