Historically Underutilized Businesses – Required if over $100,000.00:
A HUB Subcontracting Plan (HSP) is a required part of the Invitation for Bid. The HSP will be developed and administered in accordance with University’s Policy on Utilization of Historically Underutilized Businesses attached and incorporated for all purposes.

Each Bidder must complete and return the HSP in accordance with the terms and conditions of this Invitation for Bid. Bidders that fail to submit the HSP will be considered non-responsive to this Invitation for Bid as required by Section 2161.252, Government Code.

Contractor will not be permitted to change its HSP unless: (1) Contractor completes a new HSP in accordance with the terms setting forth all modifications requested by Contractor, (2) Contractor provides the modified HSP to University, (3) University approves the modified HSP in writing, and (4) all agreements resulting from this Invitation for Bid are amended in writing to conform to the modified HSP.

Bidder must submit an electronic file of the completed Bidder’s HSP to the University at the same time Bidder submits its Bid, but in a separate email referencing the Bid # UTA22-40611TD

University will open and review Bidder’s HSP prior to opening the Bid file. A Bidder’s failure to submit an HSP will result in University’s rejection of the Bid submitted by that Bidder as non-responsive due to material failure to comply with advertised specifications; such an Invitation to Bid will be returned to the Bidder unopened.

University may offer Bidder the opportunity to seek an informal review of its draft HSP by University’s HUB Office.  If University elects to extend this offer, details regarding the opportunity will be provided during the Pre-Bid Conference or by other means.  This process of informal review is designed to help address questions Bidder may have about how to complete its HSP properly.  Any concurrence in or comments on Bidder’s draft HSP by University’s HUB Office will not constitute formal approval of the HSP and will not eliminate the need for Bidder to submit its final HSP to University.
