Specifications include, but are not limited to: The Office of Cannabis Regulations is seeking a diversified consulting firm who will provide the following (not listed in order of preference): 1. PART I: APPLICATION PROGRAM DEVELOPMENT a. Identify, document, and map key compliance requirements generated by legislative requirements, the Rules and Regulations governing the OCR, and the needs of the OCR staff. b. Develop application framework through interviews with key stakeholders and documentation of practices, policies, software, systems, and general infrastructure. i. Framework must include process for anonymizing data from applicants so that each applicant is indistinguishable from each other in the scoring process. c. Framework must include documentation of current legal landscape and written explanations of how recommendations comply with expectations which will be reviewed by our legal team for compliance. d. Upon framework approval, application documentation must be developed for each license type, including applicant guidelines, application templates, minimum acceptance criteria for the merit-based system, checklists for screening and review, a rubric for scoring, and reporting/communication templates.
