Specifications include, but are not limited to: The State is seeking in universalizing developmental screening practices across Utah mixed early care and education service delivery model using the proprietary Ages and Stages Questionnaires. Brookes Publishing Software which holds the trademark for the Ages and Stages Questionnaire data storing; There is only one source for the procurement item. Brookes Publishing holds the trademark for the Ages and Stages Questionnaire (ASQ) software. DWS is entering into this agreement to assist the Governor's Early Childhood Commission (Commission) and Early Childhood Utah (ECU) Advisory Council in building a coordinated early care and education system for early detection and intervention for children with developmental delays through strength-based developmental and social and emotional screenings of young children. The project’s objectives were aligned with the needs and objectives identified in the statewide early childhood needs assessment and Utah Preschool Development Grant Birth - Five Strategic Plan. Because the ASQ will be used to identify developmental delays in children, which will then be provided through a secure API with the CHARM system, these two systems will be working together. Since Brookes is the owner of the ASQ Software, they are the most reasonable provider to contract with in order to provide timely and seamless service for families under the Early Childhood Commission.
