Specifications include, but are not limited to: a. Services Provided Specifically to and for the Board ● Collect and report program data (quarterly) to the Board, and other duties as specified by the Board. This program data should include a development of performance standards and a rating system for the work conducted by the CRPs under contract with state agencies and political subdivisions; except for agencies and subdivisions that already have performance standards in place, such as the Division of Facilities Construction and Management. These performance standards will apply to the CRPs, and Utah Works will monitor the performance standards of each CRP, unless such monitoring is delegated to the agency or State. ● Monitor and report quarterly, to the Board and the Division of Purchasing, on performance standard for each CRP. ● Establish and Submit to the Board a grievance and dispute resolution policy that is reviewed annually to address concerns and issues between end-users and CRPs or CRPs and the ● Provide quarterly sales and usage report of contracts with CRPs entered into under this program to the Board. ● Provide all requested documents to the requestor (a contracting executive branch agency, the Board, or State) within the required timeline(s) ● Assist the board with its functions and facilitate the implementation of Board policies. ● Duties at PPDAB Meetings o Serve as secretary at the PPDAB Meetings. o Follow all public meeting requirements in Utah Code Title 52 Chapter 4 for agenda, digital recording, proposed meeting minutes, and approved meeting minutes, including but not limited to the time requirements for posting the same o Provide agenda, digital recording, proposed minutes and approved meeting minutes to the contact at the Utah Division of Purchasing no less than 3 days prior to the public posting requirements outlined in Utah Code Title 52 Chapter 4. b. Services Provided to Obtain New Contracts ● Identify and maintain a list of all qualified CRPs and the goods and services that they provide or have the potential to provide ● Develop, publish, and distribute a list of services, goods, and merchandise provided by CRPs ● Present documentation to the Board demonstrating that the goods and services are provided at reasonable quality and delivery levels by establishing fair market prices through conducting market research, surveys, and comparable services. ● Recommend pricing for goods and services and provide detailed justification in support of recommended pricing. Pricing must be reasonably competitive with the price normally paid for commodities and services by the agency. ● Review bids and recommend the award of contracts under the Board’s discretion. ● Promote increased employment opportunities for persons with disabilities by working closely with CRPs to research and develop new products and services. ● Actively search for and identify new contracts with Utah government entities that could become part of the program. c. Services Provided to Assist in Managing Current Contracts ● Provide technical assistance or other activities as needed for the project manager of the CRP ● Provide outreach and education to qualified CRPs about the program ● Offer training programs, workshops, and other technical, management, and marketing to CRPs to facilitate efficient, productive, and effective programs. ● Maintain the necessary records, communication, and data concerning contracts in accordance with Section 63G-2-305 and 63G-6a-2002 of the Utah State Code. ● Maintain a copy of all CRP contracts awarded under this program. ● Maintain positive customer and public relations with CRPs, State Agencies, and other customers that may be a part of this program. ● Ensure that the CRPs maintain the employment ratios required in 63G-6a-805 or other employment ratios set by the Board, State, or law ● Ensure that CRPs comply with all occupational health and safety standards prescribed by the United States Department of Labor. ● Ensure that CRPs are a State-supported employment program approved by the DWS Utah State Office of Rehabilitation and have their principal place of business in Utah
