1. Establish the Emergency/Crisis Communications Team’s organizational structure and outline general responsibilities. Include how and who fits in the ICS structure with EM policy group. 2. Establish protocols on how and who is responsible to gather/collect information and then disseminate information both internally and externally. Plan should include collaborative messaging with independent elected offices, especially those with statutory responsibilities. Includes recommendations on timely/reasonable updates/expectations. Who is responsible for managing the media/press, social media, county websites and what are the best practices during a crisis/emergency? What are the best practices for managing updates? What Internal messaging platforms should be utilized? How to handle in-coming calls and inquiries from citizens? Press? Employees? Guidelines for setting up a county call center? Recommendations for messaging documents. 3. Review and outline the most likely threats to disrupt county services and how to generally respond to each threat from a comprehensive communications perspective, including how best to incorporate county elected officials/agencies and their needs to share program/facility updates with residents, media, etc. 4. Include best communications practices from an Active Shooter/Attack scenario at a county facility. 5. Create Messaging templates for different types of emergencies, including advisories, press releases, and basic messages for social media and website 6. Provide documentation for incident activities. Identify and describe best practices for training, exercises, and evaluations to continually refine procedures and improve emergency response performance Proposer must have expertise in crisis/emergency communications plan
