Specifications include, but are not limited to: provide and maintain a Random Moment Time Study (RMTS) System that is able to at least perform the following: 1. Provide an automated RMTS System through a third-party hosted, web-based, Software as a Service (SaaS) application. RMTS System must be functional on or before October 1, 2017. 2. Provide a user-friendly and intuitive system for workers, requiring minimal time and effort for sampled worker reporting and minimal training on use of the system. 3. Provide a system that is accessible from a web browser and that supports current web browser technology (i.e., the latest two versions of Google Chrome, Mozilla Firefox, and Internet Explorer/Microsoft Edge). 4. Provide statistically valid random moment sampling to meet federal cost allocation requirements. 5. Select random samples of moments and workers for a designated time period (e.g., quarterly), with consistent collection and reporting across sample sets. 6. Customize sampling periods for varying worker shifts. 7. Generate samples of the designated size for the designated time period, with a separate sample for each of three distinct time studies: Employment, Eligibility, and Utah State Office of Rehabilitation (USOR). 8. Generate sample sizes that may vary from the sample sizes generated in a prior time period as necessitated by the number of responses received in the prior time period or by Utah Department of Workforce Services (DWS) request. 9. Generate sampling emails to notify workers of sampled moments. Generate notification emails at the same time to alert supervisors that workers have received a sampling email. 10. Generate follow-up emails, as needed, to prompt workers to respond within the required time frame. 11. Generate escalation follow-up emails to supervisors when workers don’t respond within required time frame. 12. Generate “next-level” escalation follow-up emails to managers or directors when workers and supervisors don’t respond within required time frame. 13. Format email using a responsive design to display on computer, smartphone, or tablet. Etc.
