Utah Division of Wildlife Resources is seeking a vendor to provide Lop and Scatter services on 114.6 acres on the North Fork of the Virgin River near Mt. Carmel in Kane County, Utah. SITE SPECIFICS: Location and Description: North Fork of the Virgin River, approximately 12 miles Northwest of Mt Carmel, UT (Kane County, Utah). Work under this contract is located on Private Lands approximately 12 miles Northwest of Mt Carmel, UT (Kane County, Utah). Elevations range from 6,900 to 8,200 feet. The work location is shown on the attached Project and Reference Maps. The treatment boundaries will not be flagged and must be located by GPS and attached shapefiles or by using the PDF maps attached and the Avenza app. The work location is shown on the site maps. It is recommended that project is started at higher elevation because of potential for winter weather. Acreage: approximately 114.6 acres – dependent upon budget constraints and bids. Access to the site: Access onto the project site is provided by a combination of paved highways, county and private dirt surface roads and jeep trails. Four (4) wheel drive vehicles are recommended in and around the project area. It will be the contractor’s responsibility to get the equipment to the work site. SPECIFIC TASKS: Work Limits: Only areas shown on the Project Map will be treated. The project areas will not be flagged so contractor will need to utilize either GPS units or smartphone applications capable of utilizing pdf’s to identify the work areas. A GIS/GPS shapefile will be provided prior to work beginning. Government staff will identify unit boundaries for the work executed under the contract. The Contractor shall immediately upon entering the project area, begin work, locate control points, section corners, and take such action to prevent their destruction. Cutting: This is a “lop and scatter” contract. All pinyon and juniper trees standing within the project boundaries shall be completely severed from the stump(s). No live limbs shall be left on the stump of cut trees. All main branches or stems shall be cut from the trunk of the tree to meet scattering requirements. All downed pinyon and juniper trees that have branches standing greater than five (5) feet must be cut from stump and scattered. Some downed trees may need to lop and scattered to meet the five (5) feet height standard; if so, all downed trees that lay greater than five (5) feet off the ground shall be lopped and scattered so that below specifications are met. Additional treatment specifications (applies to all cutting units): 1. Cut material will be lopped and scattered so that slash height does not exceed 24” above the ground. 2. Cut material left on site shall not exceed 48” in length. 3. Cut material will be spread in ephemeral washes and draws where possible to help reduce erosion. 4. All dead and live pinyon and juniper trees that are partially down must cut to standing lop and scatter standards. 5. Live browse species or tree species other than pinyon and juniper, shall not be cut or damaged.
