Vendors must return and complete this IFB documentation by the bid close date listed in section 5.0.

If you are issuing any substitutions to the mandatory requirements, each needs to be specifically detailed with substitution explanations for our consideration by marking up the Attachment A EBL Specs highlighting proposed substitutions and attaching it back. Vendors must indicate yes or no in the table of IFB each of the mandatory requirements to be considered responsive.
