Appellate Officer services to provide fair, impartial and orderly adjudication of administrative appeals from final orders of the board. The administrative appellate process is established in 7 V.S.A. § 847 and governed by Cannabis Control Board (CCB) rule 4.13. Bidders meeting the qualification requirements described in this RFP may receive a contract, to be utilized by the Executive Director who will assign cases to an appellate officer when a party aggrieved by a final decision of the Board files a notice of appeal. When a party appeals from a final order of the Board, the agency complies the record, and following a conflict check assigns a contracted Appellate Officer.
