Specifications include, but are not limited to: The State is soliciting competitive sealed, fixed price proposals (Proposals) from vendors to offer the following services to mental health, substance use disorder treatment, and long-term services and supports providers as they adopt and implement a new EHR system or connect or access the VHIE: • Program management services • Program outreach and enrollment services, including assistance in identifying eligible providers and educating them on program goals, benefits, and eligibility requirements • Provider and practice needs and readiness assessments • Providing a rolodex of EHR vendors and HIT solutions capable of meeting program requirements • Electronic Health Record (EHR) Vendor selection, contracting, and negotiation assistance • Assisting practices with preparing and submitting required attestation documentation and providing guidance on materials that should be saved for potential audit • Providing guidance and training on EHR implementation and upgrades o Will assist with installation of software such as EHRs certified by Office of the National Coordinator (located on Chpl.healthit.gov) such as Netsmart and Credible, or EHR Lites such as Simple Practice, TherapyNotes, MyClientsPlus. • Perform customized, practice specific assistance services based on program track and milestones • Individualized assistance based on provider inquiries and issues submitted via the program email account, webinars, office hours, etc. • Provider initial and ongoing user education services • Document and report provider/practice participation status • Business analysis and coordination services for providers onboarding and connecting to the VHIE
