General: The objective of this solicitation is to enter into a contract with a Primary Contractor who will ensure the overall operation and maintenance of the Agency of Transportation’s North Hero – Grand Isle Drawbridge located along Route 2 at the town line. Operation of the bridge shall be in accordance with the United States Coast Guard. During the off season the twin leaf bascule bridge shall be opened on a regular schedule to limit the possibility of issues arising in the bridge from being dormant. The intent of all maintenance activities is to maximize the reliability and service life of the electrical and mechanical components of bridge. The structure is a twin leaf bascule bridge with two piers that are nearly identical for the rooms and space. One pier has a tender house with all other access points being through hatchways located in the remaining quadrants of the structure. The awarded Prime Contractor will oversee all maintenance and operation of the drawbridge. This will include the management of any sub-contractor agreements. Management Services: The Prime Contractor will be responsible for managing the bridge in its entirety, which includes managing sub-contracts, managing the tender operators, ensuring emergency response and providing reports and communications to the District 8 General Manager and the AOT Contract Manager. Ensuring proper scheduled maintenance and inspections, which requires familiarity with each piece of equipment and the operation or owner manuals associated. Prime Contractor will be responsible for winterizing the drawbridge such as insulating hatchways, draining water lines, and any other items that would be important for the operation and longevity of the system. Prime Contractor will develop all sub-contract agreements and review for accuracy and submit sub-contractor invoices with the Prime Contractor’s monthly invoice, detailing costs and providing actual invoices for verification of charges. Additional information on invoicing and payment processing is in Attachment B – Payment Provisions. Any repairs or improvements must be logged into the Survey 123 application. Any performance by a sub-contractor is the responsibility of the Prime Contractor, including any corrective action needed. The Prime Contractor will act as an Owner’s Representative, focused on ensuring all actions are in the best interest of the State.
