Specifications include, but are not limited to: • The Contractor will work exclusively with youth who meet the criteria of a student with a disability. A “student with a disability,” includes students in secondary school between the ages of 14 through the school year in which the student becomes 22, who is eligible for, and receiving, special education or related services under Part B of the Individuals with Disabilities Education Act, or is an individual with a disability for purposes of Section 504 of the Rehabilitation Act. Pre-ETS may be provided to students who are applicants of or eligible for the Vocational Rehabilitation (VR) program (participants) and students with disabilities who may be potentially eligible for the VR program. • For the purposes of this program, a student aged 14 to 22 years old in the following categories is considered “potentially eligible” for the provision of VR Services, regardless of whether the student has applied for or has been determined eligible for VR services if the student: o Receives special education services pursuant to 511 IAC 7; o Receives accommodations pursuant to a Section 504 plan; or o Is a student who is an individual with a disability, for purposes of Section 504. Direct Services: • The Contractor staff will provide Pre-ETS services in schools, at HireAbility district offices, and in other community settings. Services may be delivered in group or 1:1 settings and will focus on five core services, as defined in the Section 110 of the Rehabilitation Act: o Job/Career Exploration o Work-based Learning Experiences o Post-Secondary Training and Education o Workplace Readiness o Self-Advocacy Referral Management and Service Coordination: • The contracted staff will work with school staff and local HireAbility staff to identify and gather referral information to support the confirmation of potentially eligible and student with a disability designations. • The contracted staff will work in partnership with HireAbility and other contracted partners to deliver Pre-ETS services to youth in high school. Contracted staff will fill a coordination role when curriculum/content is provided by another source. The coordination role may include: securing space (physical or virtual) for content delivery, coordination and scheduling with presenter, ensuring enrolled/eligible students are in attendance, and/or supporting youth to engage in content presented by another source.
