Description: The Vermont floods of July and December of calendar year 2023 damaged the existing stream slopes at the northerly abutment of the covered bridge spanning the Black River along Upper Falls Road. The floodwaters caused a slope failure of the streambank, removed the rock slope protecting material along the streambank and removed the rock scour protection system from the bridge abutment foundation at the northerly abutment. The slope surface is no longer stable, the slope is unprotected from further deterioration during flood events and the abutment is no longer adequately protected from scour. The goal of this project is to repair these systems and to install mitigation measures to reduce damage to the site resulting from future floods. The existing superstructure (covered bridge) and substructure (abutments and wingwalls) will be retained and reused with no changes. The project includes related site work, excavation and embankment reconstruction.
