Specifications include, but are not limited to: The Office of Purchasing & Contracting, on behalf of the Vermont State Workforce Development Board (SWDB), is announcing a Request for Proposal (RFP) from qualified bidders for the One-Stop Operator position within the Vermont One-Stop System. I. The Vermont SWDB is seeking to establish a procurement agreement with one or more entities that can operate the Vermont One-Stop System in compliance with WIOA and relevant federal regulations and guidance, Vermont law, rules, and policies. Additionally, the entity or entities will follow policies and procedures issued by the SWDB. II. This RFP seeks to identify an entity or consortium of entities that is qualified both to serve in the role of the One-Stop Operator. Bidders must demonstrate the administrative, fiscal, and reporting capacity to successfully provide the services identified in this RFP, and to comply with all federal and state laws, rules, regulations, and guidance. III. Services offered shall be delivered through the established One-Stop service delivery system, and must be made available statewide through the Vermont One-Stop Job Centers. IV. The successful bidder will enter the negotiations with the SWDB for a contract of a duration of one year.
