II. SCOPE OF SERVICES A. General Requirements. The Successful Offeror shall provide professional engineering services on an if and when required basis, to include all supervision, labor, material, equipment, etc. for the DPU WTF. Professional engineering services, including, but not necessarily limited to the following: 1. Civil engineering services. 2. Field surveys and topographic and utility mapping for design purposes. 3. Application for necessary permits and regulatory approvals. 4. Environmental engineering necessary to obtain and maintain environmental permits. 5. Preliminary data and report reviews to identify and evaluate alternate or modified solutions available to the County. 6. Preliminary design memorandums including but not limited to schematic layouts, sketches, conceptual design criteria, construction methods and materials and opinion of probably construction costs. 7. Prepare and submit preliminary engineering reports, preliminary construction plans and documents (final design criteria, preliminary drawings, written descriptions of projects, and preliminary estimate of construction costs). 8. Prepare final construction plans, easement plats and, when needed for bidding purposes, contract documents to include bid forms, invitation to bid, instructions to bidders, advertisement, contract form, bonding and insurance requirements, and technical specifications. 9. Assistance in obtaining approvals and permits, as necessary. 10. Provide environmental site assessments, stormwater, wetland determinations, stormwater requirements, etc. as appropriate and required for each project. 11. Prepare revised cost estimates based upon final construction plans. 12. Provide plans as needed in digital format (AutoCad, .tif, .pdf). 13. Assistance in obtaining, evaluating, and recommending award for bids on projects as requested by the County. 14. Consultation and advisement with the County during construction. 15. Review and approval of shop drawings and samples. 16. Prepare “As-Built” drawings. 17. Prepare Operations and Maintenance Manuals. 18. Provide technical support for SCADA system (field instruments, PLC logic and configuration and minor revisions to the SCADA operating system software), and other professional engineering services, as needed.
