Specifications include, but are not limited to: a. The project footprint consists of three distinct coverage gap groupings. Groupings are identified as (1) Wheats Valley, (2) Big Island, and (3) County Landfill. Offerors may elect to submit proposals for any or all of the groupings. b. To the Owner’s best knowledge and based on available Bedford County E911 address data from March 2022, there are a total of 1,359 unserved addresses within the project footprint. Number of addresses for each grouping are as follows: (1) Wheats Valley: 93 Addresses (2) Big Island: 558 Addresses (3) County Landfill: 708 Addresses Project map with addresses of coverage gaps is included in Part 3 of this RFP. ArcGIS data file containing this information is available upon request by the Offerors. c. The Owner will only consider proposals for fiber infrastructure. Wireless solutions will not be considered. d. Internet speeds shall reliably meet or exceed the federally mandated minimums or 100 Mbps download speeds and 20 Mbps upload speeds, whichever is greater at time of Award. The Owner will not consider proposals that contemplate speeds below these minimums at any location. e. Subscribers within 2,000 feet of the right-of-way shall not be charged for establishing service, beyond a minimal standard installation fee. Costs for installing such service drops shall be borne by the project.
