Sizes of Negatives and Slides: What are the various sizes of negatives and slides that need to be digitized? Are there specific formats or dimensions we should be particularly aware of?
Most of the negatives will be 3x4 inches. There will be some 35mm negatives, most in strips. There will be a few 3x4 glass lantern slides and the occasional 8x10 glass plate negative. The vast majority of the slides will be 35mm color.
Volume of Materials: Can you provide an estimate of the total number of negatives and slides that need to be digitized?
The volume of negatives and slides will vary based on the needs of the government. Small orders will be for 250-500 items; medium orders for 2,000-5,000 items; large orders for 5,000-10,000 items. Orders are expected to be executed on an “as needed” basis which is estimated to be every three to five months.

NOTE: See in the PWS (attached) that work has to be completed by the Contractor, and reviewed (inspected and accepted) by CEHO personnel at a location with 75 miles of USACE HECSA, Alexandria, VA.
This is a SOURCES SOUGHT SYNOPSIS announcement; market survey for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. The U.S. Army Corps of Engineers (USACE) – Humphreys Engineer Center Support Activity has been tasked to solicit firm fixed price contract to digitize paper records, photographs, negatives, and slides in a variety of formats and add the appropriate metadata. A draft PWS describing the services required has been attached. Interested vendors with NAICS code 518210 (size standard $40M), Optical scanning services (PSC Code D312) are encouraged to submit a capability package.
The capability packages for this sources sought market survey are not expected to be proposals, but rather statements regarding the company's existing experience in relation to the areas specified in the attached document. It is asked that interested parties respond to this sources sought synopsis with the following information:
- Organization name, location, and CAGE Code
- Business categorization (Large, Non-Profit, Small Business – e.g., WOSB, SDB, SDVOSB, HUBZONE, 8(a) etc.
- Company’s capability to perform a contract of this complexity to include, but not limited to, at least two examples of comparable work performed within the past 5 years with a brief description of the project(s), with customer name(s), phone number, email, and dollar value of the project(s).
