The Virginia Beach Sheriff’s Office is seeking an independent, third-party audit of our policies, procedures, training, tactics, techniques, tools, equipment, and culture related to response to resistance and use of force. The purpose of the audit is to: 1) Determine of whether practice aligns with VBSO policy 2) Identify areas where Virginia Beach Sheriff’s Office policy and practice meet and/or exceed industry best practices; 3) Make recommendations for needed improvements; and 4) Make recommendations for suggested improvements. The audit should include: 1) Review of policies and procedures; 2) Review of training lesson plans: 3) Review of previous response to resistance incidents; 4) Observation of processes including intake, classification, response to resistance incidents; 5) Observation of basic academy and in-service response to resistance training to include defensive tactics and use of restraint devices; and 6) Interviews of various sworn staff at each rank. Upon completion of the audit, the auditor should provide a comprehensive report detailing the audit process and any suggestions for improvement or needed changes related to policies, procedures, training, tactics, techniques, tools, equipment, and culture.
