Specifications include, but are not limited to: 1. Provide re-entry, rehabilitative, employment, and educational services for male and female populations of the PWMRADC. 2. Provide programming that is evidence-based, addresses criminogenic needs, includes cognitive therapeutic life skill classes, and is designed to reduce recidivism. 3. Propose the curriculum and programming for the PWMRADC, such as job readiness training, criminal thinking, the impact of crimes, parenting, and financial management. 4. The PWMRADC reserves the right to negotiate curriculum and programming selection. 5. Address whether treatment programming will be open or closed to incarcerated inmates. 6. Include a sample six-month programming schedule, with a detailed class description for each class. All program materials require pre-approval from the PWMRADC Director of Classification and Treatment or the designee. 7. Provide PWMRADC with programming and re-entry services 5 days per week with service hours that meet the needs of the inmates and support the operation of the PWMRADC. 8. Provide potential hours of operation, including days and times when services can be provided to PWMRADC inmates in the general population and re-entry dorm. 9. Provide programming in English and Spanish and maintain at least one bi-lingual staff member. 10. Provide one-on-one counseling to inmates relating to behavior awareness and modification. 11. Provide and maintain an on-site clothing closet for the benefit of inmates attending court, funerals, pre-release needs, and collecting donations. 12. Provide transition plans for inmates from the PWMRADC back into the community. 13. Assist with obtaining the housing needs of inmates, employment, and vital records 14. Process referrals from PWMRADC personnel for inmates requiring the services of the programs 15. Provide monthly and annual reports as requested by the PWMRADC Superintendent or his designee to include, but not be limited to, the number of classes, participants, the recidivism rate of class graduates, and various statistical data. 16. Provide successful staff background checks. 17. Provide the qualifications of staff including, but not limited to, education, experience, and certifications. 18. Instruct 20 classes per week pre-approved by the ADC. 19. Revisit curriculum yearly for any changes.
