he Leesburg Police Department is searching for an e-Citation Management system and Parking Enforcement system as one unified program as follows: The Citation Management and Parking Enforcement System must be an end-to-end solution with the following features: • Cloud-based/Software as a Service (SaaS). • Include implementation and maintenance to a fully functional, turn-key, solution. • The solution must be highly configurable. • A solution for approximately 100 users. • iOS-based user platform (Supports the latest iOS version). To be deployed to approximately 100 iPhones. • Ease of use. • All necessary services related to enforcement in the Town Parking Garage and various parking zones. • Data Authoring and Transmission: The solution must provide the means to create, edit, manage, and automatically transmit electronic citations. All completed citations will automatically and systematically synchronize with the final data repository. Ability to create e-Citations and Parking Tickets when there is no Internet connection and automatically and systematically synchronize them once an Internet connection has been established. • Cybersecurity: The solution must have full access to security tools and protocols that are industry standard to safeguard systems, information, and data. Some of these tools must include but not be limited to: o System and Organization Control (SOC) II certificate that complies with current data access control requirements, and protection of sensitive data. o Multi-factor authentication methods to control access. o Single Sign-On (SSO) methods to connect Active Directory for user authentication into the system with full control in Azure AD. o Data encryption end-to-end.
