THIS IS A SOURCES SOUGHT ANNOUNCMENET ONLY. This is sources south Notice only and it is not a solicitation announcement. The purpose of this Sources Sought Notice is to gain knowledge of qualified, potential contractors and their socio-economic size classification in accordance with NAICS code 115310. Responses will be used by the Government to make appropriate acquisition decisions. After a review of the responses to this Sources Sought Notice, a solicitation announcement may be posted. A response to this Sources Sought Notice is not an adequate reply to a potentially forthcoming solicitation.
This potential procurement is for a potential project consisting of two phases. The phase could occur over roughly a month and a half. The project is an application of herbicides on 1 site that totals 178 acres in size for site preparation of planting containerized longleaf pine seedlings and understory restoration planting. The herbicides will be applied as a broadcast with a tank mix combination of the following products:
- Garlon XRT Triclopyr: 680 acres applied @ 2 quarts/acre
- Arsenal AC Imazapyr: 680 acres applied @ 26 oz./acre
- RRSI NIS (Surfactant): 680 acres applied @ 12.8 oz./acre
- Garlon XRT, Arsenal AC, and RRSI NIS will be tank mixed and applied as a broadcast foliage treatment with water at a minimum of 25 gal./acre.
The sites will have recently been root raked and debris piles burned but some unburned logging debris may be scattered within the application areas.
1. is responsible for transporting herbicide chemicals and water to and from the work site.
2. The applicator must utilize a GPS system to ensure adequate vegetation coverage. The equipment/coverage track may be represented as points, lines, or polygons, and must be stored and delivered as electronic data to the Refuge contact. A minimum of 95% of each designated treatment unit must be adequately covered with herbicide.
3. The Contractor will apply as a chemical tank mix 0.5 gallons per acre of Garlon XRT Triclopyr - 60.3% - 6.3lb/gal mixed with 0.2 gallons per acre or 26 fluid ounces per acre of Arsenal AC Imazapyr ¿ 43.3% - 4lbs/gal. and 0.0625 gallons per acre or 12.8 fluid ounces per acre of RRSI NIS (Adjuvant / Nonionic Surfactant)
4. The Contractor will apply with ground equipment a minimum of 4,450 gallons of water and chemical mix at the rate of 25 gallons per acre on 178 acres.
Phase 2 would consist of hand-planting 122,000 containerized longleaf pine trees on 178 acres.
Purchase: 122,000 Atlantic Coastal Natural Longleaf Pine Containerized Seedlings
(6 in. container)
Plant: Containerized Longleaf Pine (8¿x 8¿) spacing = approximately 685 trees/acre
178 acres @ approximately 685 trees/acre = 122,000 trees
1. The site will have been mechanically site prepped and treated with herbicide. Hand planting may be complicated by natural vegetation and logging debris. Other areas may have low ground cover such as grasses with isolated areas of small shrubs. Contractor would potentially be responsible for transporting the containerized longleaf pine seedlings from the nursery to the work site, meeting, and unloading seedlings from the delivery truck.
2. The Refuge Forester shall identify all sites to be planted.
3. The Contractor will hand-plant 122,000 stems of containerized longleaf pine seedlings on 178 acres.
4. The planting pattern shall be approved by the Refuge Forester and shall be designed to mimic a natural stand of pine; planting in straight rows is unacceptable.
Both project would be at Saint Marks National Wildlife refuge 1255 Lighthouse Rd, St Marks, FL 32355.
