A. General Requirements 1. Weekly Collection o Refuse: Once-weekly curbside collection for residential units and designated commercial or multi-family properties. o Recycling: Once-weekly curbside collection of commingled recyclables (e.g., cardboard, newspaper, aluminum/bi-metal cans, PET/HDPE plastics). Collection coincides with refuse pick-up. 2. Equipment o Provide and maintain vehicles with appropriate safety and functionality (including GPS and cart tipper arms). o Supply 96-gallon wheeled toters (refuse and recycling) to all eligible residential and designated commercial customers at the contractor’s expense. o Maintain sufficient spare vehicles and parts to ensure uninterrupted service. 3. Holiday & Weather Delays o No collections on Sundays, New Year’s Day, Memorial Day, Independence Day, Thanksgiving, or Christmas. o Contractor must notify Town Manager by 7:00 a.m. (EST) if weather or other conditions prevent timely collection; collection must occur the following day. 4. Bulk/Large Item Pick-up (Optional) o If requested and included in the final contract, provide separate collections of large items (e.g., appliances) by scheduled request. 5. Cleanliness & Safety o Prevent material from spilling during transit and collection; promptly clean any spills. o Return empty containers upright, with lids closed to their original curb location. 6. Reporting & Complaints o Respond to missed-collection complaints within 24 hours. o Provide monthly reports to the Town Manager detailing complaints, non-collection incidents, weights/tonnages, and any rejected recyclables. B. Toters • The contractor provides and replaces all damaged or lost toters at no cost to residents or the Town. • Toters remain the property of the contractor. C. Service Area & Adjustments • Approximately 800 residential and commercial properties, and public street litter receptacles (exact counts of residential customers, commercial customers, and public receptacles will be provided by the pre-bid conference and included in an addendum) within the Corporate Limits of the Town of Bowling Green, Virginia • Contractor must begin service for new properties immediately upon occupancy, as notified by the Town Manager or designee.
