I. Purpose: The purpose of this sealed Invitation for Bid (IFB) is to establish a contract with one qualified bidder for the spot purchase of Havis Vehicle Accessories as outlined in section II. Scope of Work/Specifications. This solicitation will be awarded on a grand total basis (see award clause for further information.) II. Scope of Work/Specifications: A. General Requirements: 1. The contractor shall furnish and deliver the specified Havis products and parts to the Virginia State Police Installation Facility located at 7700 Midlothian Turnpike, North Chesterfield, VA 23235. 2. The bidder must be a Havis authorized dealer or distributor and shall be licensed as required for the sale of equipment in accordance with any applicable Federal, State, and Local laws and regulations. a. LETTER OF AUTHORIZATION FROM MANUFACTURER: Bidders shall provide with their bid response a letter from the manufacturer, (on manufacturer’s letter head), verifying the bidder is authorized to sell, install, and service their products in the COV. All warranty or maintenance services to be performed on the items purchased by COV agencies as described within the solicitation, shall be performed by qualified technicians properly trained and authorized by the manufacturer. 3. All items bid shall be new and shall be free of defects that would diminish the appearance of the equipment or render it structurally or operationally unsound. 4. All freight/shipping/delivery charges must be included in the unit line-item price and shall be shipped FOB Destination. 5. Proprietary Specifications: All products must be the specific brand requested. These items have proven reliability, and the equipment must match the current items in use in the field for efficiency and uniformity.
