Specifications include, but are not limited to: A. Website Design and Development Requirements. The website shall at a minimum: 1. Be built on the WordPress platform. 2. Be compatible with the following browsers: Edge, Firefox, Safari, and Google Chrome. 3. Incorporate interactive tools and story maps into the website, enabling users to explore data, maps and engaging visual content related to Henrico County’s economic development. 4. Incorporate the EDA’s brand concept into the design to ensure consistency in messaging and appearance. 5. Be fully responsive and resolve properly for different screen resolutions, including all major mobile devices, tablets and desktops. 6. Provide a site search engine. The search results must be accurate and come only from the EDA or Henrico County websites. 7. Maintain a similar look and feel throughout the website. Intuitive navigational aids and links shall be consistently used throughout the site. A common framework and standardized style will enable users to easily navigate the site regardless of their understanding of the departmental structure of the EDA or Henrico County. 8. Be divided into easily understandable, user-centered categories. 9. Provide an easy-to-use, interactive and architecturally sound platform flexible enough to accommodate website growth for a minimum of five years. 10. Provide a language transition tool. Web users should be able to select their desired language from a list of major languages in which to view the content. 11. Provide printer-friendly pages. 12. Provide sitemaps. 13. Provide offsite management, maintenance and service. 14. Provide fillable forms. 15. Provide an events calendar. 16. Provide for integration with major social media sites (e.g., Facebook, Instagram, Twitter, LinkedIn, YouTube, etc.). 17. Provide for potential future social media integration. 18. Have a user-friendly content management system allowing EDA staff the ease of making updates to the website such as events, updates to current listings, new pages, itineraries, videos and calendars without incurring any additional fees. 19. Enable user-friendly and attractive video and photo integration onto website pages. 20. Ensure Goggle Analytics integration and basic search engine optimization such as metadata, etc. 21. Be capable of providing notifications for users who sign up to receive notifications. 22. Ensure maximum security for website hosting. B. Service and Maintenance Requirements. The proposed solution shall meet the following minimum service and maintenance requirements. 1. Project start date to project completion shall not exceed 8 months. 2. Provide three separate login credentials with different access levels for the backend of the website. These logins shall enable authorized personnel to manage and update content, including text, images, videos and documents. 3. Provide at least 5 hours per month for ongoing support, maintenance and upgrades of their website beyond the initial development phase. The ongoing support and maintenance shall at a minimum include addressing any technical issues, implementing security updates and incorporating requested enhancements or modifications. 4. Have a robust training program for the Content Management System. It is critical that staff are trained to update/edit the site after it is deployed.
