SUBJECT: Sources Sought Inspection Services for Fire Protection Systems
1. Purpose:
The 633rd Contracting Squadron is conducting market research to identify potential sources capable of providing inspection services for fire protection systems, specifically thermal detectors. This is a Sources Sought notice, NOT a solicitation. The requirement involves inspections in Building 1102, Bays A and D, located within the Munitions Storage Area of Langley Air Force Base at 594 Worley Road, Hampton, VA, 23665. The government seeks a licensed engineer to perform these inspections. This Sources Sought is issued in accordance with FAR Subpart 12.6 and includes supplemental information.
The 633rd Contracting Squadron plans to award a firm-fixed-price (FFP) contract to a small business in accordance with the guidelines established in FAR Part 13 and the requirements outlined in this request, along with the attached Statement of Work (SOW).
2. Background:
Building 1102, Bays A & D, utilized for flare storage and processing, currently employs an automatic water sprinkler system that presents a significant hazard. A semi-annual fire drill conducted on December 7, 2023, highlighted this critical safety concern. These Class V assets require a "no water" fire suppression approach due to the significant ignition hazard posed by static electricity interacting with electrically initiated materials. Since March 2024, the 1st Munitions Squadron has been working to address this issue by procuring appropriate heat detectors, but has faced challenges identifying the correct type, quantity, pricing, and a suitable contractor. This building is occupied almost daily, and the current system poses a serious risk of rapid fire spread and potential loss of life should an incident occur. Therefore, we are reaching out to invite engineers with relevant expertise to collaborate with us in developing effective solutions. Details regarding the specific hazards associated with the current system, as well as the requirements for remediation, are outlined in the attached Statement of Work (SOW). 3. Requirement Description
This requirement calls for upgrading the fire protection system in Building 1102's Chaff and Flare processing bay (Bays A & D) from a water-based sprinkler system to a heat detection system. The designated system shall utilize Honeywell Velociti Series 3 intelligent addressable heat detectors with point ID capability, complete with appropriate mounting bases, and integrated into the existing fire alarm control panel. The contractor will be responsible for conducting a comprehensive site survey to determine the necessary quantity and placement of detectors for complete regulatory compliance. Following the survey, the contractor will procure and install the specified heat detectors, setting individual detector addresses for precise location identification. Full system testing and verification will be required to ensure proper communication with the fire alarm control panel and accurate temperature monitoring. Finally, the contractor will deactivate the existing water-based sprinkler system upon successful heat detector system installation and testing. All work must adhere to applicable state and federal regulations. Interim fire watch will be maintained by Conventional Maintenance personnel until the new system is fully operational.
