Specifications include, but are not limited to: Personnel A. The Contractor shall provide qualified, trained, and experienced personnel to conduct all the work performed under this Contract. B. The Contractor shall demonstrate capability and a track record of responsiveness to clients and other contractors. C. The Contractor shall be able to arrive at the LCSWMF within four (4) hours of receiving a request for emergency response. D. Personnel assigned to the Contract must be full time employees of the Contractor. E. The Contractor shall provide resumes for designated key personnel. F. No changes to key personnel shall be made without approval from the County. G. The Contractor’s Project Manager shall have at least five (5) years of responsible experience in landfill gas system construction, monitoring, maintenance, repair, reporting, and compliance support. H. The Project Manager shall demonstrate a comprehensive knowledge of applicable Federal, State, and County regulations for municipal solid waste landfills. I. The Contractor’s Field Technicians shall have at least two (2) years of responsible experience in landfill gas system construction, monitoring, maintenance, repair, and reporting, as well as a working knowledge of applicable Federal, State, and County regulations. J. Documentation of training specific to landfill gas systems shall be provided for all field technicians. K. In addition, field technicians must maintain current 40-hour Occupational Safety and Health Administration (OSHA) Hazardous Waste Operations and Emergency Response (HAZWOPER) training. Certification and documentation of such training must be provided. L. The Contractor shall provide appropriate training documentation for the proposed Confined Space Team. Compressed Gas A. The Contractor shall supply all nitrogen and propane gases required for maintaining normal operation of the pneumatic valve and pilot system. B. The Contractor shall be responsible for the ordering, delivery, storage, and cost of all propane and nitrogen. C. The Contractor shall maintain a backup supply of nitrogen and propane gases stored at the flare station.
