Specifications include, but are not limited to: The purpose of this Request for Proposal (RFP) is to solicit proposals from qualified sources to establish a contract through competitive negotiation for the purchase of a managed service solution for a K-12 Learning Recovery Grants program, which includes a customizable, parent-focused online application that delivers the following capabilities: easy-to-use parent application, application review and student eligibility determination based on state-determined eligibility criteria, qualifying education provider determination based on state-determined eligibility criteria, affirmation of delivery of qualifying education services based on state-determined eligibility criteria, payment processing to qualifying education service providers on behalf of grant users for qualifying education services, and reporting. The K-12 Learning Recovery Grants program will provide a per student amount of funding that can be directed by parents to qualifying education services intended to address the impact of the COVID-19 pandemic on students’ educational progress and well-being. Qualifying students whose family income does not exceed 300% of Federal Poverty Level will receive a $3,000 K-12 Learning Recovery Grant; all other qualifying students will receive a $1,500 K-12 Learning Recovery Grant. If demand exceeds available funds, priority will be provided to those qualifying students whose family income does not exceed 300% of Federal Poverty Level. The K-12 Learning Recovery Grants processor will provide a managed service solution for use by the Virginia Department of Education (VDOE), an agency of the Commonwealth of Virginia. A. The Contractor shall provide: 1. all labor, services, and resources to provide a K-12 Learning Recovery Grants program processor managed service to the Virginia Department of Education (VDOE) that will be capable of providing a customizable, multi-function online application, payment processing, and reporting application supporting payment of qualifying education service providers for program users that meet state-determined program eligibility criteria to receive a K-12 Learning Recovery Grant. 2. a customizable managed service solution for use by the VDOE to process and approve applications online and for disbursement of K-12 Learning Recovery Grant funds to providers of qualifying education services on behalf of program users meeting state-determined eligibility criteria. B. The K-12 Learning Recovery Grants processor capabilities will: 1. include online application submission and processing, features assisting with eligibility determinations, approval/award of applications and funding, upload and transmittal of supporting documentation to substantiate eligibility and payments due to qualifying education service providers, payment/fund transfer capabilities, and comprehensive reporting capabilities. 2. include security features meeting state and federal requirements for sensitive and confidential student/family information, meet cybersecurity standards (Commonwealth of Virginia SEC525 and SEC514), be PCI-compliant, and be compliant with all state and federal requirements relating to accessibility (ADA Section 508). C. The K-12 Learning Recovery Grants program processor shall provide the following capabilities: 1. Application System, User and Dashboard functionality meeting the following requirements: a. Provide creation of customized application forms b. Allow applicants to input and upload data and applicable forms, including input of personal information for multiple students in household on the same application c. Allow secure data entry, upload, and transmission of sensitive and confidential supporting documentation required for program eligibility determinations
