The City of Danville is seeking proposals from qualified firms for consulting services to perform a condition/needs assessment and survey of residents in, and owners of, manufactured home parks in Danville. This work will help the City determine the income of residents, the desire to own a home, the overall condition of the park, and the condition of the exterior and interior of the structures within the park. As an affordable housing option, the City wants to assess the condition of the neighborhoods and needs of the residents. As community input will play a key role in this effort, the consultant will engage with manufactured home park owners and residents. Key areas of interest include secure affordable housing for park residents, physical risks to residents due to poor conditions in the parks, as well as possible economic exploitation of vulnerable residents. Key questions to answer within your quote are 1) Are there similarly affordable alternatives to manufactured home park housing? and 2) Is there any desire on the part of the residents to live in resident-owned manufactured home parks? Elements of the Work Discover and describe resident/owner dynamics by conducting meetings, interviews or other outreach with stakeholders in Danville manufactured home parks. The consultant will gather, document, and synthesize feedback to understand to understand the unique issues that affect manufactured home park residents, including potential impacts of park redevelopment, as well as the relationships between tenants and owners, especially concerning economically vulnerable residents. The consultant would explore the home, site, and park ownership. Assess Physical Conditions Create an inventory and assessment system for Danville’s twenty (20) conforming manufactured home parks as zoned MHP. Count units and develop a rating system to assess the condition of individual parks and units. The survey shall include age of units/park, number of spaces, number of units, interior condition, infrastructure access and needs (broadband, water, sewer, electric, streetlights, streets, trash pickup) and if improvements are needed, if the resident is an owner or renter of the manufactured home, costs to rent the home, utility costs, and costs of the site rental. Also, the assessment would be made regarding public health and safety risks and conformance with Danville’s manufactured home park regulations. The units per park range from 2 to 89.
