Specifications include, but are not limited to: Implementing a one-year automated photo enforcement program and the required systems for: 1. speed enforcement at eight school zones for the pilot year, 2. speed enforcement that can be moved between up to three highway work zones during the pilot year, and 3. traffic light enforcement at eight intersections for the pilot year. Should the pilot program successfully demonstrate the effectiveness and safety benefits, with the approval of the Board of County Supervisors (BOCS), the program may be expanded with additional locations on an annually renewable basis for the period of the contract. The required systems will include, but not be limited to: • all required equipment and systems, and the maintenance and daily operation of the provided equipment and systems, • all required equipment and information technology systems to capture and process violations, citations, and payments, • all required security and privacy systems to ensure all data and personal information is secure and stored in accordance with all required privacy and cyber security standards, • all processing services, including initial review of captured possible violations; working with Prince William County Police Department (PWCPD) to certify the violations; preparation, printing, and mailing of citations; payment processing of fines; and tracking and reporting of the processing rates and times, • support services to include responding to all Freedom of Information Act (FOIA) requests; expert and technical witness for any court proceedings; specialist and technical support for requests for information about the systems and processes; providing support and providing data, metadata, and information to meet required reporting requirements and to support County staff in their regular reporting to the Board of County Supervisors (BOCS), the public and stakeholders, • provide data, metadata, and statistics from the Program, within the limits of privacy and security standards, to demonstrate the Program’s effectiveness and safety benefits. These may include near real time access to information to support the County’s traffic safety initiatives, such as the County’s Comprehensive Traffic Safety Action Plan, and • all personnel and equipment required to fulfill these responsibilities and the daily operations and maintenance of the systems.
