Specifications include, but are not limited to: The City of Fairfax, Virginia (City) is issuing this Request for Proposals (RFP) to solicit sealed proposals in order to establish a contract through competitive negotiations for a Parking Study of the City’s Old Town Area. The City seeks a draft report for all tasks within six months of contract award. Consultant is asked to inventory existing parking in the City’s Old Town and how and when it is used. The tasks below describe the types of data collection and analysis expected, though offerors may propose additional types of data. 1) Inventory supply of on-street and off-street parking facilities in the Old Town Activity Center including publicly owned parking, privately owned but publicly available parking, and private parking on commercial lots (i.e., customer or client parking). Inventory should include: a. Facility type b. Ownership c. Leases or agreements between the City and private property owners for public access, if applicable d. Access and access control if applicable e. Capacity, including handicapped and reserved spaces f. Limitations/regulations regarding use g. Hours of operation/enforcement, if applicable h. Rates and/or fees for use, if applicable i. Presence of substandard aisle or stall dimensions, if applicable j. General condition k. The contractor’s proposal may suggest other attributes if needed for analysis. 2) Perform occupancy counts to assess typical use patterns throughout day/week and seasonally, including peak and off peak, and weekday and weekend days. 3) Perform license plate inventories to establish typical length of stay and turnover in representative areas, including time-limit compliance where applicable. 4) Review existing parking requirements in the zoning ordinance including regulations for the Old Town Fairfax Historic Overlay District and Old Town Fairfax Transition Overlay District. 5) Review existing parking ordinances and parking enforcement practices. 6) Evaluate special event parking needs and impacts to available parking. Task 1 Deliverables: Databases of parking inventory, parking occupancy and turnover counts, regulations and policies, and other relevant data. Technical memo describing existing conditions and parking surpluses or deficits. Technical memo should be accompanied with tables, charts, maps, photos, and other graphics as needed. PowerPoint presentation summarizing analysis. Task 2: Future Conditions Consultant will identify mid- and long-term development expected to impact the study area in the next 5-10 years and evaluate associated parking demand. 1) Review the Old Town Fairfax Small Area Plan, Comprehensive Plan, and other relevant plans and policies. 2) Review existing and proposed development proffers. 3) Review redevelopment and expansion plans of Fairfax County Courthouse Complex. 4) Develop projections of future parking needs based on growth projections from long range plans and known development projects. Future projections should also consider existing and future multimodal transportation options, such as public transit, rideshare, bikeshare, shared scooters, the pedestrian network, and other mobility options that may impact parking demand. Task 2 Deliverables: Technical memo describing future conditions and expected parking surpluses or deficits. Technical memo should be accompanied with tables, charts, maps, photos, and other graphics as needed. PowerPoint presentation summarizing analysis. Task 3: Parking Plan Development Based on best practices and successful parking strategies employed by comparable communities, as well as the outcomes from existing and future conditions analyses, consultant will develop a set of potential solutions to manage parking in Old Town. 1) Evaluate the benefits and costs of new public parking facilities versus private parking provided with redevelopment 2) Evaluate the benefits and costs of paid parking versus free parking, including impacts on existing businesses, new development, and traffic circulation 3) Develop policy and regulatory recommendations: a. General zoning ordinance regulations b. Historic and Transition Overlay District regulations c. Off-Site and Shared parking provisions
