1. VDOT is seeking the services of an experienced property and facility maintenance firm(s) to provide a full range of property and facility maintenance, including water and wastewater facility maintenance, operation, and repair services for the Safety Rest Areas & Welcome Centers (SRAWCs) identified within. 2. The firm(s) will maintain and repair facilities with water and/or wastewater systems and will need to be licensed and certified water and/or wastewater maintenance. Experienced firms must have a minimum of three (3) years Property Management experience and possess a Contractor Class A license as identified by the Commonwealth of Virginia Board for Contractors Regulations (18 VAC 50-22). 3. A Contract will be awarded for each of the two (2) lots. Refer to Special Terms and Conditions Sections XI.3 Award and XI.9. Capacity Limitation. i. Lot 1 - Northern Virginia and Fredericksburg Districts (Northeast) ii. Lot 4 - Staunton and Culpeper Districts (Northwest) 4. A minimum of seventy-five percent (75%) of safety rest area's on-site staffing and project management shall be self-performed by the contractor. Modifications to this requirement shall be at the discretion of VDOT. This excludes subcontractors for water & wastewater operations, preventive maintenance of critical property assets and snow removal. 5. The Contractor shall be responsible for providing all that is required to maintain and operate SRAs, including but not limited to personnel, supervision, management, permit compliance, administrative and technical support and reporting, labor, tools, transportation, materials, testing, supplies and equipment. In addition, the Contractor shall plan, schedule, coordinate, perform and assure effective completion of all maintenance and operations services, requirements and needs described in this IFB. The Contractor must, at all times, maintain professional, responsive, knowledgeable and cooperative relationships and correspondence (verbal and report writing) with VDOT and all external regulatory agencies.
