Specifications include, but are not limited to: A. SCOPE OF WORK: The Contractor shall provide all equipment, transportation of equipment, operators, supervision, labor, fuel, traffic control, accessories, materials (including water), support vehicles and any other incidentals necessary to completely remove and dispose of all waste debris by hand and/or equipment from roadways, curbs, raised concrete surfaces, bridges, bridge walkways, turn lanes, bike lanes, Commuter Lots (a.k.a. “Park & Ride”) (as requested) and intersections per the specifications contained herein. 1. Planned work will consist of the route/sections listed in Attachment A. Planned work may require a contract modification as new developments are approved and added to the route system. VDOT reserves the right to add, delete or change any of the locations listed in the Attachment A. 2. Unplanned work will consist of but not be limited to; sweeping/cleaning roadways, bridges with or without curb and gutter, intersections, raised concrete surfaces and walkways, and bike lanes, to be determined by the VDOT Contract Administrator or Designee. 3. Sweeping operations will be limited to one side of the roadway at any given time. The sweepers shall sweep only in the direction of the traffic. B. CURB MILE Sweeping/Cleaning: 1. The general area to be swept is a minimum of eight (8) feet adjacent to all curbs and the right and left sides of the roadway, including any gutters, bridge catwalks, raised concrete surfaces, turn lanes, bike lanes, mainline, ramps, loops, gore area, areas around traffic islands, painted medians, pavement at interchange ramps and along bridge curbs paralleling and adjacent to traffic lanes. 2. The tops of all raised concrete surfaces shall be swept/cleaned of all vegetation and debris. 3. The Contractor shall vacuum any leaves prior to sweeping and is responsible for collecting, removing and disposing of all waste and debris from all pavement areas and including from drop inlets, median barrier walls, or other raised structures that abut to or are adjacent to the roadway and turf areas. Sweeping and debris removal shall include, but is not limited to, the removal of all dirt, vegetation, sand, gravel, and other loose materials. The waste and debris may contain salt, de-icing chemicals, and other residue used for treating roadways during snow and/or ice removal operations. Leaves may be vacuumed simultaneously with the sweeping/cleaning operations. 4. All areas shall be swept and cleaned so that no waste material or debris remains on the roadway, bridge deck, in gutters or in drainage structures. The Contractor shall be required to make as many passes as necessary to provide a clean surface. If sweeping a divided highway and a second pass is necessary, the Contractor shall be required to go to the next crossover to return for the second pass. If a second pass is necessary, there is no additional billing allowed. 5. The sweeper shall travel in the direction of traffic. Sweeping operations shall be limited to one side of the roadway at a time. 6. The Contractor shall provide all traffic control as required for CURB MILE sweeping operations. All traffic control shall be performed in accordance with the current version of the Manual on Uniform Traffic Control Devices (MUTCD) and the 2011 edition of the Virginia Work Area Protection Manual with all Revisions (2011 VWAPM). The cost of traffic control for Curb Mile sweeping shall be included in the Curb Mile sweeping bid price. C. HOURLY Sweeping/Cleaning: 1. The VDOT Contract Administrator will only approve hourly sweeping when it is not practical to perform sweeping by the curb mile. Examples may include, but not be limited to locations such as spot intersections, crossovers, turn lanes, bridges and sweeping stone from patching operations. Sweeping will be compensated at the “hourly” rate quoted. When sweeping by the hour is requested by VDOT, the Contractor will be paid a minimum of three (3) hours. 2. Contractor shall provide a sweeper truck, water and qualified operator and all incidentals required to perform basic roadway sweeping and cleaning services. Incidentals shall also include the use of cellular phones and hand-held radios used by the Contractor to conduct business. 3. VDOT will make the determination when approving HOURLY sweeping whether or not the Contractor will be required to provide all traffic control for that sweeping event. a. If VDOT determines that the Contractor provide the traffic control for a specific HOURLY sweeping operation, the Contractor will invoice using the line item hourly with traffic control. If not providing traffic control, contractor will invoice using the line item hourly without traffic control. Any other traffic control appurtenances required per the 2011 Virginia Work Area Protection Manual (VWAPM) with all revisions shall be included in the bid price for hourly with traffic control. 4. Payment shall not be allowed for meal breaks, equipment downtime, repairs, or maintaining equipment. 5. Contractor’s billable hours will begin upon arrival at worksite. Travel time to and from assigned work area will not be payable. Time spent traveling to and from disposal sites will not be payable. Equipment traveling or moved from one VDOT work location to another VDOT work location within the same day shall be payable at the hourly bid price. Other travel or movement of equipment will not be billable. 6. The equipment and dedicated operator shall both be present and performing work to be considered as billable hours. Equipment without operator, not in use or not used will not be billable. 7. The Contractor’s representative shall review and sign the VDOT-provided timesheet to document the number of hours worked. Payment will be made to the nearest one-half hour.
