This sources sought announcement is for information, planning and market research purposes only. The Defense Threat Reduction Agency (DTRA) Technical Support Groups (TSGs) provide chemical, biological, radiological, and nuclear (CBRN) assistance, guidance, and operational support to Geographic Combatant Commands and other United States Government departments and agencies in all operational and physical environments to combat weapons of mass destruction. The nature of the support requires specialized equipment such as CBRN search capability.
The DTRA contracting activity seeks to identify qualified small business vendors capable of procuring spare parts for the Teledyne FLIR R80 SkyRaider (including all associated FLIR equipment, payloads, sensors, and tether) and Griffin G510 GCMS as well as providing D-level Maintenance for the SkyRaider, tether, and associated FLIR detectors. The DRAFT Statement of Objectives (SOO) and product list included in this sources sought are examples of the required products and maintenance. The Government is seeking responses to this Sources Sought Synopsis from small businesses under the NAICS 488190 “Maintenance and repair services, aircraft (except factory conversion, factory overhaul, factory rebuilding)”, in *ALL* socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns) with a size standard of $40M.
Qualified small businesses need only submit their company’s capabilities statement in response to this request. Capability statements should not exceed five (5) pages and must include the following company information: Point of Contact information (POC), Cage code, Unique Entity ID (UEI), and Socioeconomic category(ies) (if applicable) with reference to any relevant past performance of similar scope/magnitude. This notice does not constitute Request for Proposal (RFP) nor is it a promise to issue an RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Any amendments to this sources sought will be posted and must be retrieved from this website. No solicitation mailing list will be compiled. No phone calls will be accepted. A determination not to compete or set aside this requirement, based upon responses to this notice, is solely within the discretion of the Government. However, if a competitive solicitation is released, it will be synopsized on the Government-wide Point of Entry (GPE) as required by FAR 5.2. It is the responsibility of potential offerors to monitor the GPE for additional information pertaining to this requirement.
