Background:
North American Aerospace Defense Command (NORAD) and United States Northen Command (USNORTHCOM) Training, Exercise, and Wargaming Directorate (J722) trains, exercises, engages, and educates our commands; through a multi-year, innovative training plan, to secure and defend our homelands; and in synchronization with the National Guard Bureau and the States, to respond to natural and manmade disasters.
Scope:
Contractor shall provide NORAD & USNORTHCOM/J722 training and education services with specific emphasis on the Dual Status Commander (DSC) qualification program and support to the Vigilant Guard (VG) exercise program. Focal areas include Defense Support of Civil Authorities (DSCA) and National Guard Civil Support (NGCS) training, Homeland Defense resiliency, and joint staff doctrinal training. Services include planning, execution, and evaluation of Joint Task Force Commander’s Training Course (JCTC) and the Dual Status Commander Training Course (DSCTC); course material development/management and instructor support for the execution of the JFHQ/JTF Staff Training Course (JSTC), the Joint Operations Center Training Course (JOCTC), and the Joint Reception, Staging, Onward movement and Integration Training Course (JRSOITC); and the development, maintenance, and execution of the NNC/J722’s Joint Domestic Operations Course (JDOC) hosted on the NORAD &USNORTHCOM Learning Management System (LMS). The contractor shall also provide retired Air National Guard and/or Army National Guard General Officers with TOP SECRET clearances, to support JCTC, DSCTC, and VG. These general officers will have served in a critical leadership role during domestic response, such as a JTF-State Commander, Chief of Staff/Director of Joint Staff or Dual Status Commander, and/or served as a senior leader on USNORTHCOM staff and/or with another Combatant Command, and/or served in a similar national level position. In addition, the Contractor will provide an experienced civilian emergency manager for each VG, who has experience in directing large scale disaster/emergency responses. The training and education courses will support USNORTHCOM, United States Indo-Pacific Command (USINDOPACOM), NGB, the 50 states, three territories (Virgin Islands, Puerto Rico and Guam) and the District of Columbia. Finally, the Contractor will serve as the NNC/J722 course registrar, coordinating with NGB J37 and State points of contact (POC) for planning and executing scheduled MTT courses, with State POCs and students attending the resident courses, and providing resident course administrative support.
