The Naval Air Systems Command (NAVAIR), Precision Strike Weapons Program Office (PMA-201), intends to enter into sole source negotiations and subsequently award a Firm-Fixed-Price (FFP) contract to Zenetex, LLC., (a Vectrus company), under Basic Ordering Agreement (BOA), N00019-18-G-0022. The anticipated delivery order provides for work required developing, documenting, testing, and delivering tactical training instruction for the Standoff Land Attack Missile-Expanded Response (SLAM ER) AGM-84H and Harpoon Block II Update (HIIU) AGM-84L-1 weapon systems for the Royal Saudi Air Force (RSAF).
The SLAM ER Tactical Training Program (STTP) shall encompass delivery of a SLAM-ER Engagement Training Aid (SETA), an Anti-Surface Warfare/SLAM ER Tactical Employment Training Course (ASuW/STETC), and a SLAM-ER System Tactical Employment Manual (SLAMSTEM), as well as updates to the existing RSAF F-15SA courseware and Tactical Manual (TACMAN) to incorporate changes required as a result of the Harpoon Block II Update (HIIU) AGM 84L-1. This requirement also includes initial SLAMSTEM familiarization and operational reviews. Contract award is anticipated for the second quarter of fiscal year 2022 and is anticipated to be for 24 months.

The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Zenetex, LLC. is the sole designer, developer and manufacturer of the Harpoon Tactical Training Program and has past history in designing, developing, and modifying a variety of Harpoon training systems, including the Harpoon Embedded Trainer, Harpoon Employment Training Aid, and Submarine Embedded Trainer. Zenetex developed Harpoon Block II Missile training systems at their own expense, so the Government has restricted rights to the software. Accordingly, Zenetex, LLC. is the only known, qualified, responsible source that can fulfill the requirements herein. There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above.
