The Bureau of Prisons (Bureau) seeks a contractor to provide community-based outpatient substance use, mental health, and sex offender community treatment services for male and female Adults in Custody (AICs) residing at the local Residential Re-entry Center (RRC), on home confinement, or on Federal Location Monitoring (FLM), in Norfolk, Virginia. The location where services are to be provided must be within a ten (10) mile radius of the United States Courthouse located at 600 Granby Street, Norfolk, VA 23510 and within a 1/2 mile of local public transportation stops. This requirement will ensure inmate accountability is maintained and inmates will not have long commutes to the treatment center, reduce inmate transportation costs and ensure that public transportation is available.
All treatment services are to be provided by clinicians who currently hold a professional license to practice independently, without supervision, in the state where services will be rendered.
Performance periods under this contract will be for a one-year base period estimated to begin on September 1, 2024 with four (4) one-year option periods, with services ending (if all options years are renewed) on
August 31, 2029.

The services shall be in accordance with the Federal Bureau of Prisons (Bureau) Statement of Work, Community Treatment Services, 2022, Statement of Work. This requirement is unrestricted. The Bureau anticipates awarding a firm-fixed price, IDIQ contract with a guaranteed minimum and an estimated maximum.
