a. The Contractor shall be responsible for providing dumpsters for the purpose of collecting comingled recyclable materials and hauling them to a Materials Recovery Facility (MRF) or a Recycling Transfer Facility (RTF). Recycling costs will be absorbed by the Contractor. The Contractor shall provide once weekly dumpster collection service for one (1) 30 cubic-yard closed top dumpster from 1188-A Lance Road and bi-weekly (twice weekly) service for two (2) 30 cubicyard closed top dumpsters from 1176 Pineridge Road. b. The City may change the number of dumpsters, frequency, and/or add new locations as participation changes. c. Prices for additions and deletions of dumpsters and/or frequency shall be at pricing set forth in Contractor’s bid. d. The Contractor shall maintain all historical data (tonnage, servicing dates) related to this recycling program. e. Dumpsters shall be clean and clearly labeled as recycling dumpsters . f. The Contractor shall utilize an accurate and detailed tracking, reporting, and invoicing system. g. The Contractor shall respond to service request phone calls and complaints and is required to provide a resolution within a twenty-four-hour period. Resolution shall be communicated by email response to the requestor. h. The Contractor shall perform all services in accordance with all federal, state, and municipal laws and regulations. The Contractor shall be responsible for obtaining all required permits and licenses at no additional cost to the City. i. If the Contractor identifies any hazardous waste in the recycling loads collected from the City, the Contractor shall immediately notify the City. The City is responsible for remediation of such hazardous waste. Hazardous waste is defined as any amount of waste that is identified as not permitted by law, infectious, or characterized by the United States Environmental Protection Agency or any state agency. j. The Contractor shall provide services on any legal holiday when the City is providing regular solid waste collections. The legal holidays on which the City does not provide regular solid waste collection are New Years Day, Thanksgiving Day, and Christmas Day. When a holiday falls on a regularly scheduled solid waste collection day, the City will inform the Contractor of the makeup collection day in writing, no later than two (2) weeks before the collection day to be rescheduled. The City reserves the right to add additional holidays when solid waste is not collected and will inform the Contractor as soon as any such decision is made.
