This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.
U.S. Fish and Wildlife Service, Texas Chenier Plain National Wildlife Refuge Complex, has a requirement for herbicide application services located within the management unit boundaries of
Anahuac and McFaddin National Wildlife Refuges. The anticipated performance period is from day of contract award through 9/30/2024.
This Request for Quotation (RFQ) is a TOTAL SMALL BUSINESS SET and is conducted under the procedures of FAR Parts 12 and 13, incorporating provisions and clauses in effect through Federal Acquisition Circular 2024-05. The NAICS code is 115112 and the small business size standard $ 9.5.
Instructions
All responsible small business sources may submit a quote, which shall be considered by the agency. Award will be made as a firm-fixed-price contract. The basis of award is the Lowest Price Technically Acceptable (LPTA), see technical acceptability requirement below. The vendor that submits the lowest priced quote, meeting the technical acceptability requirement will be awarded the contract. Award will be made to a responsible source pursuant to FAR subpart 9.1.
Technical Acceptability:
1. Being able to transport chemical in approved containers.
2. Being capable of mixing chemical in approved containers to application equipment.
3. Being capable of applying, Glyphosate, Diquat, Imazapyr, Tryclopyr, Grazon P+D, and other
common herbicides and tank mixes.
4. Being able to strategically spray ditches and canals, as well as large open areas in upland and
marsh habitat.
5. Being capable of working closely with biologist to discuss options and select optimal conditions to avoid chemical drift.
6. Confirm their application equipment is equipped with GPS.
7. Confirm they can respond to request to apply herbicides within 48-hours.
**Vendor shall include with their quote a description(s) of the equipment they intend to use to provide this service.
**Contractor shall submit documentation of applicable technical acceptability with their quote based on the above.
