The National Guard Bureau (NGB) Operational Contracting Division (AQ-C) hereby issues a Sources Sought / Request for Information W9133L22TITC, for Temperament Intelligence Training / Courses Services.
It is the intent of the Government to sole source this requirement to Shipley Communications, Inc. in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b), soliciting from a single source.

Description of Requirement: This acquisition is intended to meet the requirements set forth in Executive Order 13583, Establishing a Coordinated Government-side Initiative and Promote Diversity and Inclusion in the Federal Workforce. Delivering consistent and coherent education and training about diversity and inclusion throughout the Air National Guard (ANG) supports the development and maintenance of an inclusive culture that can attract, recruit, develop, and retain the best of the nation’s diverse talent pool, including those in majority populations. Building upon the foundation of mutual respect for all, the ANG will work to develop the skills of all Airmen throughout the ANG lifecycle to understand the value of diversity and to lead inclusively, in order to provide strategic advantage in Air Force operations.
The purpose of this effort is to certify ANG Human Resource Advisors (HRAs) and strategic educators to provide diversity and inclusion training/education that enhances team performance and mission readiness. Temperament Intelligence (TI) train-the trainer certification course encompass personality assessment, together with, leadership maturity continuum education and Deployment Readiness that focus on family resiliency, into one certification program that HRAs and strategic educators can deliver at all levels of the organization. The TI train-the-trainer certification program is a commercial off-the-shelf training course that has a track record of delivery to government agencies. The TI train-the-trainer training certification course is to equip the HRAs strategic educators an efficient (time saving) and economical (low cost) method to deliver an instructional design architecture of diversity training that integrates the use of a proven personality assessment and identifying the key temperament characteristics of self and others within a team environment. TI train-the-trainer training certification course also, enables HRAs and strategic educators to refine facilitation skills while gaining the fundamentals and a comprehensive look in valuing and leveraging unique temperaments within the organization. In addition, HRAs and strategic educators will be able to communicate confidently in providing advisement to senior leadership on diversity related topics (such as unconscious bias, micro aggressions and disengagement) that affects mission and personnel readiness.
Administer 4 classes consisting of up to 30 students. TI train-the-trainer certification program is a commercial off-the-shelf training which includes a personality assessment, leadership maturity continuum education and Deployment Readiness skillsets, into one certification program that HRAs and strategic educators can deliver at all levels of the organization.
Administer a personality assessment to each student during the course. The personality assessment results will assist students with self-awareness and gain an understanding of other’s unique strengths, motivations and temperaments. The understanding of individual’s temperament is aimed to build better and stronger relationships/teams through effective communication.
Train HRAs on TI facilitation techniques and incorporate the maturity continuum to enhance Airmen learning in valuing and leveraging unique temperaments within the organization. Additionally, facilitate diversity related discussions to enable HRAs to confidently advise and educate senior leadership, based on leadership temperament, on diversity related topics (such as unconscious bias, micro aggressions and disengagement) that impacts mission and personnel readiness.
Develop, administer and analyze student evaluations/surveys on all certification courses conducted and submit findings to the COR or Government designee within seven working days after course completion.
Issue individual certificate electronically via email within 7 working days after a participant has met all the requirements for TI certification. A copy of certificate will be sent to the student and the COR or Government designee for record keeping.
Provide additional information after completion of the train-the-trainer course with the requirements for a full certification to be certified to deliver training.
Ensure training content is current, relevant and integrates the current trends within industries to provide HRAs a solid foundation to confidently facilitate training and prepared to engage in sensitive diversity discussions.
Provide all certification course materials for all students.
Provide formal classroom presentations, adapt instructional techniques as necessary, and administer checks-on-learning and tests to evaluate transfer of knowledge.
