Lot 2: - *I-81 from: Rockingham Co. line MM 263.9 to: Exit 291 Toms Brook (Shenandoah Co) *For Primary and Secondary routes within Shenandoah Co. South of Exit 291 of I-81 Lot 3: *I-81 from: Exit 291 Toms Brook to: Exit 302 Middletown and I-66 from: Exit 300 of I-81 to: Exit 13 Linden on I-66 (Warren County) *Primary and Secondary Routes in Shenandoah and Warren Counties North of Exit 291 of I-81
