The proposed contract action is for commercial SERVICES. This acquisition is being solicited as a sole source action. The NAICS code is 611310 and the Small Business Standard is $34.5 Million. This solicitation documents and incorporates provisions and clauses in effect through FAC 2023-04 and DFARS Change Notice 20230609. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The proposed acquisition is for educational services in support of Naval Aviator Schools Command (NASC) between 21 August 2023 and 09 December 2023. This action will result in a Firm Fixed Price contract. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source (the University of West Florida; CAGE: 1K701), in accordance with FAR 6.302-1. UWF is the only regionally accredited institution within a 50-mile radius of NASC that offers both undergraduate and graduate level courses. Interested persons may submit a capability statement by the specified response date. This notice of intent is not a request for quotes from any source other than University of West Florida (CAGE: 1K701). However, the Government will consider information received by the specified response date. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government.
