SUBJECT: Request for Proposal (RFP) for Detector Canines for the Canine Training Center, Front Royal (FOK9)
Quantity - 10 Canines
The Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP), has an anticipated requirement for obtaining detector (single purpose) canines in support of U.S. Customs and Border Protection (CBP) Office of Training and Development (OTD). In accordance with the Federal Acquisition Regulation (FAR) 12 and 13. This announcement constitutes the only solicitation; QUOTES ARE BEING REQUESTED and a written solicitation will not be issued. The Government will make an award resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation is the most advantageous to the Government. This acquisition is unrestricted, and the North American Industry Classification System (NAICS) code is 112990 and has a size standard of $2.75M. The solicitation incorporates provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2023-05 effective 09/22/2023. The Government intends to award a firm-fixed price purchase order.
This is not a credit card purchase and instructions will be provided to the awardee for use of System for Award Management / IPP.
Any interested parties must already be utilizing the above listed NAICS code and currently doing business with a government organization using the previously referenced. No sub-contracting opportunity will be given or authorized.

Evaluation
Award shall be made to the best value, as determined to be the most beneficial to the Government. Please read each section below carefully for the submittals and information required as part of the evaluation. Failure to provide the requested information below shall be considered non-compliant and your quote could be removed from the evaluation process.
Quotes shall be evaluated under FAR Part 13.106-2(b) -- Evaluation of Quotations or Offers. The Contracting Officer may issue a purchase order to other than the lowest priced quoter. The Government may award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the government with price and other factors considered. The following factors shall be used to evaluate quotes:
Factor 1: Technical: The technical factor focuses on the specifications as detailed in the SOW for K9’s and is more important than price and delivery.
Factor 2: Delivery: Leadtime and delivery of canines is more important than price but less than technical acceptance.
Factor 3: Price: The contracting officer has determined that there is a high probability of adequate price competition for this acquisition.
Factor 1 is the most important, Factor 2 is more important that Factors 3. The non-price factors when combined are significantly more important than price. Award shall be made to the Offeror whose offer is determined to be the best value to the Government based on a trade-off among the price and non-price factors. Consideration is also given to the amount of open orders that a vendor may currently have open with CBP.
Submission shall be received no later than April 12th, 2024, 3:00pm EST, to
david.d.williamson@cbp.dhs.gov. No phone inquiries will be accepted, any questions or comments must be submitted in writing to the Contract Specialist no later than April 5th, 2024 @ 10:00am EST to the email provided in this announcement. The Government reserves the right to post publicly all questions and answers.
Proposals must be specific and compliant with all terms and conditions of the solicitation in order to be acceptable. The Offeror shall correctly address each line of the Canine Proposal Information Spreadsheet provided, as required by the solicitation. There must be a separate proposal for each bid made (Not combined on the same sheet). Any proposal failing to address all of the lines correctly, or being improperly submitted, will be considered an indication of the Offeror’s lack of understanding of, and response to, the Government’s requirements and may result in the proposal not being properly evaluated and/or accepted.
ALL bid proposals must include the Canine Proposal Information Spreadsheet that is provided. No other form of bid will be accepted. Upon receipt of the bid(s), they will be forwarded to the appropriate program office for review. Once a selection is made from the program office a “Notice to Proceed” email will be sent to the vendor.
ALL Questions with respect to this posting will be directed to the contract specialist listed in the announcement and NOT the program office or training facility. Direct contact with either may result in the proposal not being properly evaluated and/or accepted.
