I. PURPOSE: The purpose of this Request for Proposal (RFP) is to solicit sealed proposals to establish a contract through competitive negotiation for the purchase of consultant services to support the improvement, development and planning for a state-of-the-art youth mental health facility by the Commonwealth of Virginia. The Commonwealth seeks proposals from qualified vendors to assist in strengthening the continuum of care for youth mental health by establishing a best-in-class facility that effectively meets the complex and diverse needs of children and adolescents under age 18. The selected contractor will provide expertise in planning and designing a facility that fulfills Virginia’s vision for comprehensive, accessible, and high-quality youth mental health services, ensuring that no young person is left without the care they require. This study aims to address unmet needs and build a sustainable framework for youth mental health care in the Commonwealth.
