Marketing • The Contractor shall identify and analyze all viable primary and excess markets for the City’s various commercial insurance/bond needs. Analysis will be for quality of performance and fiscal stability. • The Contractor shall prepare appropriate marketing and underwriting information, with completion of Insurance Applications, to be submitted to potential insurers and related service companies. • The Contractor shall have the ability to provide modeling for wind and flood hazards and identify the City’s property as to which flood zone they are located in. • The Contractor shall have the ability to provide modeling and claims services for cyber risk. • The Contractor shall arrange meetings between appropriate underwriters or service providers and the City's Office of Risk Management, Human Resources Department, and IDA/EDA for the purpose of presenting the City's account in the most favorable light. • The Contractor shall provide risk management analysis on an as-needed basis. This analysis shall include the review of Certificates of Insurance provided by vendors and suppliers to the City of Newport News (some of these name the City as an additional insured party). It also shall include the analysis of various exposures to loss, risk transfer options including indemnity agreements and insurance clauses in purchase orders and contracts, review of and recommendations pertaining to current internal risk management policies and City contractors, and analysis of risk financing options to include selfinsurance. • At the direction of the City, the Contractor shall develop, recommend, negotiate and place insurance and/or risk financing programs including contract, techniques, and methods necessary for all types of coverage. • The Contractor shall obtain and review all insurance policies and service contracts for correctness and accuracy relating to terms and condition, rates, price, carrier ratings, admitted and non- admitted carriers, and gaps or overlaps in coverages and provide recommendations. • The Contractor shall administer all aspects of the City's relationship with the insurance companies including, but not limited to, issues regarding billings and deductibles.
